St. Kitts and Nevis Launches Next-Generation Biometric Passport with Global Standards

On 14 April 2026, the Government of St. Kitts and Nevis officially launched the National Biometric Enrolment and Passport Modernisation Programme, a mandatory upgrade affecting every Citizenship by Investment (CBI) passport holder and all new applicants from that date forward.

What Is the National Biometric Enrolment and Passport Modernisation Programme?

The programme is a government-led initiative to replace existing St. Kitts and Nevis passports with biometric-enabled travel documents that meet the security standards required by the EU, US, UK, and other major jurisdictions.

It is jointly implemented by the Ministry of National Security, Citizenship and Immigration, and the Citizenship by Investment Unit (CIU), combining border security oversight and programme governance under a single framework.

The programme has three core objectives:

• Embed advanced biometric technology into the passport issuance process
• Strengthen identity verification through mandatory fingerprint and facial biometrics for CBI applicants
• Align St. Kitts and Nevis passports with ICAO standards and international security frameworks

Launch Timeline and Key Dates

The rollout of the programme follows a clearly defined timeline:

• 14 April 2026: Programme officially launched. Authorised Agents registered on the biometric portal.
• 20 April 2026: Appointment booking opens. Enrolment available at the Citizenship Unit Office in St. Kitts & Nevis.
• 1 May 2026: Government-designated service providers available in key locations worldwide, including Asia and UAE.
• 1 September 2026: Passport application and biometric enrolment merge into a single integrated process handled through one system.
• 31 July 2027: Deadline for all CBI citizens to complete biometric enrolment.
• 1 August 2027 onwards: Enforcement begins. Non-compliant passports are deactivated. Travel without a compliant passport is not possible.

Programme Fees

The official all-inclusive fee schedule, covering both biometric enrolment and the passport upgrade:

• Main applicant (age 16+): USD $2,500
• Second applicant (age 16+): USD $2,000
• Children under 16: USD $1,300

Special Offer

The government is currently offering a 10% reduction on government fees for applicants who enrol before 31 December 2026. Under this special offer, the fees are reduced to:

• Main applicant (age 16+): USD $2,250
• Second applicant (age 16+): USD $1,800
• Children under 16: USD $1,170

Standard fees will resume from 1 January 2027.

Passport Application and Biometric Enrolment: One Process (From 1 September 2026)

Applying for a passport and completing biometric enrolment were previously two separate steps carried out in two separate systems. From 1 September 2026, the Citizenship Unit handles both together as a single process. Personal details, biometric data and supporting documents are collected once and sent to the Passport Office as one complete application.

What the change means in practice

Biometric enrolment is now a mandatory part of the passport application rather than a separate procedure.

Supporting document requirements and the payment process have been simplified. Physical photos, police clearance reports and physical stamps are no longer required.

The recommender form is downloaded from the portal, then completed, signed, notarised and re-uploaded for submission alongside the other supporting documents. Eligibility criteria for recommenders remain unchanged.

How biometric enrolment works

Enrolment runs exclusively through the official Government of St. Kitts and Nevis portal, the only authorised channel for processing applications. Registration through any other website, intermediary platform or third-party provider is strictly prohibited.

Enrolment must also be facilitated by an Authorised Agent. Independent enrolment is not permitted under the programme.

The process has three steps:

Start the application. Open the passport application on the official portal and complete the biometric enrolment section.
Book an appointment. Schedule a session at an approved biometric collection centre. All available locations are visible and bookable through the portal.
Attend and enrol. Trained personnel capture fingerprints, a facial scan and a digital signature. The session takes 15 to 30 minutes. The facial scan replaces the physical photograph previously required.

Once enrolment is complete, all supporting documents must be notarised and uploaded to the portal, from where they transfer to the Passport Office as part of a complete application.

After submission

The applicant and the Authorised Agent both receive email notifications confirming application status, including when the passport is ready for collection or, where an application is rejected, the reason for the decision.

Passport delivery continues to be managed by Authorised Agents. Each delivery must include a signed letter issued by the Ministry of National Security, addressed to the citizen and indicating the source of the passport.

At renewal

Biometric data is embedded permanently in the passport chip. Adults will not be required to re-enrol when renewing. Biometric validation at renewal forms part of standard issuance, with no additional biometric fee.

Where Passports Are Produced and Collected

All passports are produced and dispatched solely through the Passport Office in St Kitts, following completion of the biometric enrolment process. Collection of passports for citizens by investment is not available at any other location in the biometric network, including High Commissions and Embassies.

The stamped letter from the Ministry of National Security is a new requirement introduced with the integrated process. It is issued to each citizen, indicates the source of the passport, and must accompany the passport at the point of delivery.

Who Must Comply with the Biometric Enrolment Requirement

New CBI Applicants (from 14 April 2026)

Biometric data is now a mandatory part of the CBI application process for all submissions from 14 April 2026 onward. This applies to the main applicant and all registered dependents, regardless of age.

Existing CBI Citizens

Citizens who obtained citizenship through investment prior to April 2026 are required to complete biometric enrolment by 31 July 2027. After this date, passports that have not been upgraded will be deactivated and will not be valid for international travel.

Citizenship status is not affected, the deadline applies to the travel document, not to citizenship rights.

Special Circumstances

Citizens who are elderly, seriously ill, or otherwise unable to travel to an enrolment centre may submit a formal request for extenuating circumstances to the Ministry of National Security. Each case is assessed individually.

All enrolling citizens, whether applying for the first time or upgrading an existing passport, are required to watch a short civic education video covering the Federation’s history, values, and citizens’ rights and responsibilities.

Service providers are authorised solely to capture data. They cannot store it, access stored records, or use it for any other purpose.

Do I need to re-enrol biometrics every time I renew my passport?

Why do applications from that period need additional information added to the portal?

Mandatory personal information fields were added to the portal after those appointments took place. The staggered start from 7 September 2026 allows clients, or agents acting on their behalf, to return to the portal and complete the missing fields before processing begins. A breakdown of the additional fields is issued by the Citizenship Unit.

At what point must this additional information be added?

It depends on the application route:
New citizens applying for a first passport: after the agent collects the Certificate of Registration and before the supporting documents are uploaded.
Existing citizens renewing a passport: after the biometric appointment and before the agent uploads the supporting documents.

How long will it take for my passport to be printed?

Applicants should allow a lead time of 4 to 6 weeks, measured from the later of 1 September 2026 or the date on which biometric enrolment took place. The extended window reflects the volume of passports to be printed in the first phase of the integrated process.

What does the biometric fee cover, and what is excluded?

The all inclusive biometric fee covers standard passport processing time frames. Government application fees exclude passport delivery and all other agent fees. Standard Passport Office collection protocols apply.

What happens if my application is rejected?

Both the applicant and the agent are notified automatically by email. The notification sets out the reason for the decision.
