Antigua and Barbuda and Azerbaijan Sign Visa Exemption Agreements

Antigua and Barbuda and the Republic of Azerbaijan have signed two agreements that remove visa requirements between the two countries, covering ordinary passports as well as diplomatic and official passports. The agreements were signed in New York on the sidelines of the 81st session of the United Nations General Assembly and announced on 24 September 2026.

What Do the Antigua and Barbuda and Azerbaijan Visa Waiver Agreements Cover?

The documents were signed by Everly Paul Chet Greene, Antigua and Barbuda’s Minister of Foreign Affairs, Trade and Barbuda Affairs, and Jeyhun Bayramov, Foreign Minister of Azerbaijan. Two separate agreements were concluded:

• An agreement on mutual visa exemption for holders of diplomatic and official or service passports.
• An agreement on mutual exemption of the visa requirement for holders of ordinary passports.

The second agreement is the one that matters for private citizens, as it applies to the standard passport issued to every Antiguan citizen, including those who acquired nationality through the Antigua and Barbuda Citizenship by Investment Programme.

The ministers also discussed closer political dialogue, more frequent mutual visits and cooperation beyond multilateral forums such as the United Nations. 

When the Agreement Takes Effect

Neither government has yet published the permitted length of stay, the eligibility conditions, or a date of entry into force. Bilateral visa agreements generally take effect only after each side completes its internal ratification procedures, so the arrangement should be read as signed but not yet in force. Until an implementation date is confirmed, current entry requirements continue to apply.

On the Antiguan side, the practical change may be limited. The Immigration Department of Antigua and Barbuda already lists Azerbaijan among the nationalities that can enter without a visa, which means the main benefit is expected for Antiguan passport holders travelling to Azerbaijan.

What This Means for Investors

For holders of an Antigua and Barbuda passport, including families who obtained citizenship through the Citizenship by Investment Programme, the agreement will add a new destination to the passport’s travel network once it enters into force. Azerbaijan lies on the Caspian Sea between Eastern Europe and Western Asia, and entry without a prior visa would simplify both business and leisure travel to the country.
