US and CARICOM Sign Biometric Data-Sharing Agreement for CBI

On 10 July 2026, the United States and CARICOM signed a landmark agreement to strengthen biometric information sharing across the Caribbean’s citizenship-by-investment (CBI) programmes. While the announcement has raised questions among current and prospective investors, it should be viewed as a significant step toward enhancing transparency, security, and international credibility rather than a fundamental change to how these programmes operate.

What Is the U.S.–CARICOM Biometric Data Sharing Agreement?

The U.S. Department of Homeland Security (DHS) and CARICOM IMPACS, the Caribbean Community’s Implementation Agency for Crime and Security, signed a Biometrics Data Sharing Partnership (BDSP) Memorandum of Cooperation. 

The arrangement establishes a framework for sharing biometric information between the United States and CARICOM member states that operate citizenship by investment programmes. DHS has characterised it as its first multilateral biometric information sharing arrangement. Both sides intend the partnership to be operational by the end of 2026.

How Does the Agreement Address Existing Security Gaps?

The stated purpose of the memorandum is unambiguous. It is designed to strengthen the capacity of both the United States and CARICOM to screen potential threats, including individuals seeking to exploit citizenship by investment programmes, before those individuals reach American soil. The State Department described the effect as closing “a critical gap in the Western Hemisphere’s security architecture”.

In practical terms, the partnership will rely on automated queries and data exchanges to screen, vet, and investigate persons who may present security or immigration risks to the United States and to CARICOM member states. The mechanism is one of verification rather than restriction: it is intended to establish, with far greater certainty, that an applicant is who they claim to be.

Which Caribbean CBI Programmes Fall Under the New Agreement?

The framework reaches the five Eastern Caribbean citizenship by investment programmes:

  • Antigua and Barbuda
  • Dominica
  • Grenada
  • Saint Kitts and Nevis
  • Saint Lucia

Will the Biometric Partnership Alter Existing Visa and Travel Rules?

Precision here is as valuable as reassurance. DHS has been explicit that data shared through the partnership strengthens vetting practices and addresses some of the risks identified in Presidential Proclamation 10998, the order of 16 December 2025 that restricts entry for nationals of a number of countries, while leaving visa and Section 212(f) authorities unchanged. Section 212(f) is the presidential authority to suspend entry.

In short, this is a vetting instrument, not a visa instrument. It answers the criticism directed at CBI due diligence without altering the entry rules that sit alongside it.

How Does Enhanced Vetting Strengthen the Value of Your Investment?

For the great majority of applicants, the practical effect is straightforward and positive. Enhanced biometric screening raises the evidentiary standard applied to every file, which in turn strengthens the credibility of the citizenship that results. Programmes that can demonstrate rigorous, internationally connected vetting are far better positioned in negotiations over travel access and recognition than programmes that cannot.
